A 1975 University of California, Irvine student intern project to study the concerns and problems of community college transfer students at UCI demonstrated the need for closer cooperative efforts between the university and the community colleges.
With the goals of facilitating transfer and enhancing the success of transferring students, representatives of the community colleges within Orange County and UCI established the Community College/UCI Council. The council then became a vehicle for better mutual understanding between the two segments of higher education in the area and a regional forum for handling articulation concerns, transferability of courses, and satisfaction of prerequisite requirements for specific majors.
From this beginning, the South Coast EOP/S Consortium was developed in 1976. In mid-1977, the name South Coast Higher Education Council (SCHEC) was adopted to reflect the wider and growing involvement of the California State Universities, independent colleges, and additional community colleges within the California South Coast region.
